TNEB Kovillabakkam (Killakatlai) disconnected the connection without any reason

As I was staying outside the city for long, the electiricity connection of my independent house in Kovillabakkam was disconnected for no reasons, infact I had advance money deposited in TNEB.
The reason mentioned by the head of Keelakatlai Electricity department was that sometime back there was a short circuit in the area and they suspected the connection to my house created this issue and hence they disconnected it.
In my perception, they monitor vacant/un-occpied houses and purposely disconnect the electricity from the pole so that they can demand bribe. I have seen the same happening with my neighboring house overhead cables hanging.
Initially he asked me 35000 RS mentioning that we has to dig the road to lay the cable once again from the nearest pole to house and then when I said I cannot afford then he gave me another proposal to have the cable laid over the air (in fact when I built the house it was laid underground)..finally after fighting so much I had no chance than to pay 4500 and get the cable run overhead..I feel so cheated , even AI logged many complaints using the grievance addressal but all in vain
