Traffic Police claiming that it is No Parking Zone

I was on the ********** ********** Road, near Ameerpet, where I parked my car at 9.00PM as the shop was closed and was well away from the road. I was in a hurry to as i had to visit my tailor to collect my dresses with my friend, as i was travelling abroad on business. When i reached back 9.30PM, i saw the cars front wheels clamped with a lock. When i tried to find someone there, a traffic Towing vehicle came with 3 constables.
I said whats the problem as there was no NO PARKING written anywhere around. they said the road is used by CM to travel to his home, and i asked, so what. Does it mean normal people are not supposed to use it?
they said, if u want pay Rs.300 and take ur car. or else go to police station and get it done. at 9.30PM i didnt want to go around to police station and asked instead can i pay here. One PC said, the challan book is in the van and so i went to the van. then he changed the stance and said, there is no challan book even though the other constable was holding one in his hand and so have to come to the station.
I clearly asked if u can let me go and whats charge, and so had to pay him Rs.300 without ticket and get my car freed.
I felt sorry for the situation because of all the times me and my friends have paid to traffic, i had the slips, but this one was a shot in the arm in a helpless situation.
I am really feeling guilty.
