Traffic police hiding from public view @ a signal. Also had a malfunctioned signal that helped them to make money.

There is a traffic signal @ Bangalore Commercial Offices signal. (http://goo.gl/maps/PZVM) I was on my vehcile waiting for the signal to turn green so that i can take a right to Thimiah Road towards Contonment circle. The signal turned green for 3 seconds which was enough for me to decide to move. After i moved the signal turned red again (within 3 seconds). Traffic inspectors and bribe collectors where waiting for people to break signal. They are hidden and not visible to people waiting @ the signal because they want to collect bribe.
As i had crossed i was stopped and since the rest of the traffic was still waiting @ the signal.
I tried my best to xplain the scenario but it fell on deff ears. Traffic inspector was adammant that i broke the signa and asked me 500 Rs as fine. I finally had to bribe him Rs 100 for the signal i never broke.
