Traffic Police - Malfeasance

It was a pleasant evening, I was on my way to maths coaching class on my black discover going from Southern Avenue to Golf Green through Baroj Road, which is one of the jackpot points for Kolkata Traffic Police. Because, here even if you have all papers, your are on bike, and you are wearing helmet you will be stopped. Sergeants usually don't follow a pattern on which day they'll be there. But, they'll be there on at least 2 randomly chosen days a week. I figured this pattern because I used to go to my coaching classes through that road since last 2 yrs. Unfortunately, once I was stopped. For? Speeding, even though tachometer showed approx. 30 kmph. When I protested, both said something in Bengali and then one of them suggested "See if we write this ticket, then you'll have to pay at least Rs. 1000 and you will have to claim your drivers license from our station." Then I said, "I am getting late for my class, and I don't wanna run up to station as my exam is approaching." So, the sergeant suggested that if I pay Rs. 500 I can get away and will never be stopped in this route. Then I said "I am only carrying Rs. 250 that too for the installment of coaching fees, out of which I can only shell out Rs. 200." Then sergeant told me to put the money in the helmet (which was upside-down) and go. I did so and after that I was never stopped in that route even if I didn't wear helmet.
