Very difficult to get DL without paying bribe

First time I went to the RTO office directly to get my Driving licene, but I was sent out for a silly reason by saying they want oreginal copy of my SSLC marks card, where as I had went with a phopocopy attested by a gazeted officer.
I tried two more time without any help from agents but i was sent beck giving meaning less reasons.
Finally I had to go through an agent to get my Driving licene and this time the Officer granted my the licence without seeing my face.
