A visit at tax office

I had to go with an agent to get a TIN number for my uncle's new start-up company at Trichy. He was starting his company with lot of struggle and I was disappointed to see every step he had to pay agents money because he didn't know how to bribe the officials to get work done. Even after getting payed by the government the still collect office. I'm not sure how much the bribe was but realised for a form and work of Rs 500 he had to pay the agent Rs 6000/-!
