The RTO in Mumbai need these documents as "address proof" for new vehicles registration:
-Passport, Pan, Voters Id/slip, Aadhaar or own house registration documents with Mumbai address.
If not
-L&L house rental agreement with police verification or Bharat Gas connection or company letter with salary slip etc. are not accepted as address proof and hence your vehicle cannot be registered in Mumbai on your name at least.
BUT, if you grease some palms with Rs.3000 as WAP(without address proof) charge, your registration can be done smoothly at any RTO. I learnt it recently when I saw a friend of mine going through hell because he did not want to pay bribe but get the vehicle registered on his name with proper address proof.
This plague of corruption at every RTO everyday for a lot of people should be stopped.

I write here, to show some light on this prominent but ignored issue.
