We (all flat owners) paid for khata transfer

All the flat owners (not landlords) have paid 12000/- as bribe for just khata transfer. When we went to BDA office they told us to get all the owners (including landlords) for khata transfer but when we approach builder they charged 12000/- for only processing. again we end up paying tax + fee for khata certificate. Total amount will be 32*12000/- (38lacs in total) we paid as bribe.
Why for normal procedure also they collect money. We are helpless tried all possible ways but ended up with paying 12000/- for each flat.
We are also earning money from salary only we don't have money tress.
