While buying a Flat , I had to pay a bribe

I purchage a flat in hulimavu (Chamundi Crystal ) , The builder , IDBI bank loan agent and the registration officer asked me to pay a bribe of 20000, later it came down to 18000, i paid because i had no other option. i saw other also paid openly as if it is mandatary . This is open story. everybody knows that this department collects the bribe.
