Why should we pay extra amount to the people who setup the internet connection?

I had applied for Tata Indicom WImax Connection on Jan 20th 2011. That day 2 guys came to setup the connection in my home. After they were done setting up the connection, they demanded 500 Rupees. I was shocked and asked them why should i pay. They gave me odd reasons. And threated me that they won't provide any assistance if i don't pay up. I was threaten and i had to pay. After a month, my WI-max started giving me Trouble. So i called the customer care. They said they will send the people who setup my WImax connection. I waited for almost a week and nobody turned up. I got so much annoyed with the customer service, I decided to quit the Wimax connection.
I don't undersatnd why must we pay extra money for the setting up the connection, when we have already payed the full amount.
