just to make money for police ..

i have to pay 800rs for police verification ... i am asking why??
i was not agree to giving them and they are not forwarding my file..
i wanted to File RTI , but for that i had to go to bhopal for that ...
why i cant file RTI in mandla ????
still my passport is pending ....it has been more than 5 month ...
i paid the bribe but after refusing to pay it ... so i am punished and how they punish --by delaying the police report ..
why cant GOVt put a limit like 2 week 3 week ..means you have to submit police report within this period ..
