My father himself is a government employee. he is a cancer patient. when i was asked to go for a verification of identity for issuance of new passport, after verification the officer demanded that a passport will make my life happy. so i should make his happy as well. i told him that i was student and that my father, in spite of being sick, has NEVER asked or taken bribe from ANYONE. he said that it wasn't mandatory that i pay, but it will just make sure that i get my passport. i see my dad show records for every penny he spends, why is such a treatment delivered?
