I have a Marriage certificate, issued at Temple and My wife submitted...

I have a Marriage certificate, issued at Temple and My wife submitted passport application, it was rejected saying that marriage certificate to be issued by TN registration office.
I am in Dubai and can't go to TN registration office to sign them.
Whether any other way to get my wife's Passport with available Marriage certificate issued from Temple?
