We are re-tiling the garage floor in our house within our own compound. A BBMP official claims I need permission from the BBMP office and have to pay a fee. Is this true? Why is this?

This is renovation within our own house, we are in no way encroaching on any other property or house. Why do we need to pay? And if we do, how much is the fee?
