Otherwise impossible
I was in need of a passport in a short period of time. However as I knew no one to sign the AnnexF for me, I had to apply for a normal issuing.
The Bangalore police helped me a lot to quicken up the verification process, and it was done within 3 weeks. Thanks a lot to whoever that police offer was :)
