When I was collecting a shipment of personal items from abroad, the agent who was assisting me informed me "the inspector will inspect your cargo, and assess the duty. Then he will speak to you privately and reduce the duty." I told the agent that I would pay full price, according to the receipt, for I did not want to pay a bribe. He looked at me strangely, but said nothing.
When we met with the inspector, he assessed the duty amount, then had us wait a while. During this time, my agent spoke with him, and informed him that I wanted to pay the full amount of duty. Thankfully this inspector was okay with that, and allowed me to pay the full amount without a fuss.
