I recently purchased a plot of land 30X 45ft in the Dasarahalli Area. I needed a B Khata to be issued. After reading details on BBMP website and other websites i submitted all documents to the Thanisandra ARO on 14th April 2010. No Acknowledgement given
Followed up for 2 months, multiple leaves from work taken. The BBMP Revenue inspector who was supposed to issue the B Khata was away from his office most of the days and made me wait on multiple occasion. I used to call him on his official mobile number.
Finally after 2 months, after multiple pleadings with him the inspector asked me for a bribe of Rs.3000/-. I was by now irritated and disappointed with the whole process and had very few leaves left. I paid Rs. 3000/- and followed up with 3 phone calls. B Khata issued within 1 week.
The inspector in the presence of his subordinates asked me for the bribe and also wrote on another file similar to mine directing his subordinate to ask for a certain amount (Rs. 6000/-) for a plot of higher dimensions. I am ashamed of myself that I gave in and paid a bribe.. but I console myself that there is nothing I could have done or no one who could have helped me. I need now an approval for the plan but I am very hesitant of the whole process as I will be forced to pay a bribe. I want to follow the rules / by laws but I am still asked for a bribe. I wonder how these guys sleep at night. Don't they have a conscience. How do they face their children?
