Bribe for getting khata certificate of the flat

For getting the khatha certificate of the flat each flat member in our buliding had to pay a bribe of 10000 each when the actual cost for getting the khatha is around 4000.in all we paid 14000 Rs to get the khatha.For 24 flats in the bldg each flat owner paid 10000 Rs to the lawyer responsible for getting it done.

That too in the end this guy ran away with additional 3000 Rs each of around 7 members.without paying the property tax.
