Bribe for Khata

Hi,

I purchased a BDA plot at banashankari 6th stage and in the process had to apply for a khata transfer. I obtained all the required documents and applied for the khata in the 1st week of June 2010. No-one asked for any bribe and an official at BDA office, Banashankari 2nd stage, told me that i would get an intimation within a week, with a challan for 500 rs which i will have to pay at Canara bank. He verified all the papers and told me that everything is in order.
After 3 weeks, i got a letter that the papers were not in order. I went again to the office and asked him about the matter, he opened the file and then told me that the papers were in order. It was very weird, as he had already checked the papers during submission.
Nothing happened again for 3 weeks and i went to the BDA office again and was told that the concerned person was on leave. After 3 more attempts, i was given a challan and asked to remit 500 rs at canara bank. After submitting the challan, i was asked to come one week later. After a week, an employee of BDA, showed me the khata and asked "Saar, tea-coffee ge yenu ilva". He was reluctant to give me the papers. After giving a bribe of Rs.500, he gave me the khata certificate. he told me that generally, the bribe is about 2000 rs. I felt ashamed that such people work in the govt. organization. I am sure that if i had paid him 2000 rs initially, i would not have to roam around for 6 times, to get my khata certificate.
