Non-issuance of khata and registration bribes are a big conspiracy.

Was forced to pay since seller was moving to another country the next day. A middleman informed me that the ofifce will ask for a khata and since the seller did not have one you will have to pay. It seems like a conspiracy to not issue khata and then to threaten at property registration time. Given that if a bribe is paid anything can be registered means that our properties are not safe from fraudsters.
