Initially when Owners are allotted tenements in housing complexes, the ELECTRICITY Bill does not reflect the name of the Owner, even if he/she has paid the necessary Deposit, Fee, etc. Later, when the Name is sought to be inserted in the ELECTRICITY BILL, there is a 'unofficial' payment involved to the concerned Electricity dept jurisdiction..Is not a legitimate payer of the fees, etc to the Dept, not entitled to his Name being mentioned on the bill?? If the Bill does not carry the Owner's name, the Builders cud take advantage of the situatIon. It is just as good as you staying in a house without having a 'Khatha' in YOUR name. Why does the Owner have to shell out unofficial money's for a right which he/she is entitled to automatically? Is there no questions being asked of these employees/midddlemen in the Electricity Dept, who ILLEGALLY swindle Owner's for no rhyme or reason?? signifying
