Dear Mr.Raghu I do have an idea for controlling bribe. In all the bribing activity, the officers get their bribe by making citizens to come to them again and again by saying lame reasons and postponing the completion of work. When he/she is bribed you get the work done instantly. My idea is if every department and every office does issue an token in exchange for the application, stating the timeline within which each file should be finished, the bribery would be controlled greatly. For example, for issuance of 'Land category certificate' in the Town planning office, why not the department issue an serial numbered application which when filled with all other necessary documents (with checklist provided in the application) and handed over to the concerned staff wherein the staff issues a token number to us as an evidence. The rule of the office shall be devised as such that the job of the officers is to finish the 'application request' in the order of token numbers within the general timeline for each file(such as 2 weeks- or stating a particular date). A faster work of officers becomes mandatory rather than they delaying the work and accepting bribe. Also a culture of dealing with the government offices without a bribe, will start blossoming. This idea can be compared to a method of Que(formed in Temple darshan, fastfood counters, etc). If a Que (i.e a token system with a timeline attached) is formed, Que members will take care that no one is intruding your way or you are really 'moving' in the Que. The important thing is that the timelines should not be too long and the token system must be transparent indicating the weekly completed tokens, along with the nature of work of each token of both completed and uncompleted files.The token must also take evidence about the documents submitted along with the application.Memo shall be issued to officers who stack token for lame reason. Please comment on this. How to make this idea function??
